Council of Europe calls on Lukashenko to stop violence immediately
Belarus is not a member of the Council of Europe, but it is obliged to comply with its obligations in the field of human rights. This is stated in a statement published on September 21 by CoE Commissioner for Human Rights Duni Miyatovich. Unfortunately, numerous sources, including human rights defenders, medical records and witness statements, indicate that Belarusian law enforcement officials systematically and deliberately ill-treat hundreds of people during detention, which is sometimes not recognized or hidden, the document says. It was reported that in many cases the treatment was so cruel that it could amount to torture in various forms. The CoE Commissioner for Human Rights referred to reports of beatings during which bones were broken, electrocution and sexual violence were used. Mijatovic noted: Journalists, civil society activists and human rights defenders are deprived of the opportunity to carry out their work, often subjected to physical attacks, arbitrary arrests, detention and prosecution by the Belarusian authorities. Their legitimate civil space has also been limited, including by blocking the Internet. This needs to be stopped immediately, Miyatovich emphasized. The official statement also noted that Belarusian lawyers and human rights defenders are prevented from accessing prisoners in detention centers. The authorities of Belarus have repeatedly refused to provide information about the detainees. She also stated: Belarus is not a member of the Council of Europe. However, like any other country, Belarus must not forget that it is bound by international law and human rights obligations and that it bears full responsibility for human rights violations, especially when such violations are committed systematically and on a large scale. The prohibition of torture and ill-treatment is unconditional and peremptory and imposes a number of specific obligations on all States, including Belarus.
